City Boards

Volunteer and Advisory Boards are an important part of the City government. They offer an opportunity for residents to participate in the operation and improvement of their community.  The City Charter provides that appointees be electors (voters) of the City, selected from the generality of citizens, whose personal and private interests do not conflict with the general public interests.  All City-appointed Boards and Committes conduct business under the Sunshine Law(2010 Sunshine Law Manual) The Board and Committee minutes are posted on the City's website. Board and Committe meetings are broadcast live on the Government Channel 199 and web cast on the City's Website.

The City actively solicits applications from residents who wish to serve on Boards.  Completed board applications are to be forwarded to the City Manager's Office. 

PLEASE NOTE FINANCIAL DISCLOSURE REQUIREMENT: Per the State Statute, the majority of the City Boards are required to file financial disclosures on a yearly basis.  Upon appointment to a City Board, Staff will notify you of that requirement if it applies to the Board to which you were appointed.  Click here for State of Florida Financial  Disclosure Forms.  Boards requiring financial disclosure show an  * next to the Board's name.


The City has numerous Ad Hoc Committees and City Code established Boards. To find which Ad Hoc Committees are currently active, call the City Clerk at (321) 868-3286.  Agendas for City Boards are posted under the City Hall category of this Website. Most of the Boards meet at City Hall at 2 S. BOARD OF ADJUSTMENT*

 

 

MEETING DATE: Third Wednesday of each month at 6:30 p.m. in the Commission Room at City Hall

MISSION:  The mission of the Board of Adjustment is to hear and decide appeals from any administrative decision in enforcement of the Zoning Ordinance and to grant special exceptions and variances when justified, according to Statute.

CODE ENFORCEMENT BOARD*

 

 

 

 

MEETING DATE:  Third Wednesday of each month at 9 a.m. in the Commission Room at City Hall.

MISSION:  It is the mission of the Code Enforcement Board to assist in the protection of the health, safety and welfare of the citizens of Cocoa Beach by having those individuals operating in conflict with the City Code, brought into compliance.  Compliance is to be reached in a manner that is equitable, expeditious, effective and cost efficient.  MODUS OPERANDI:  To accomplish the mission of the Board, hearings will be held monthly to render decisions concerning violations of City Codes that are presented to the Board by the City administration.  The hearing is conducted in accordance with established legal procedure, and legal counsel is provided by the City.  At the conclusion of the hearing, the Code Enforcement Board shall issue Findings of Fact, based on evidence of record and conclusion of law, and shall issue an order affording the proper relief consistent with powers granted by City ordinances and Florida State Statutes - Chapter 162.

LIBRARY BOARD

MEETING DATE:  Third Tuesday of each month at 7:30 p.m. in the Conference Room at the Library.

MISSION:  The mission of the Cocoa Beach Library Board is to serve in an advisory capacity to the City Commission to ensure that library policies and procedures effectively deliver quality library service to Cocoa Beach area residents and serve as an advocate for improved services and facilities.

PLANNING BOARD*

 

 

 

MEETING DATE:  First Monday of each month at 6:30 p.m. in the Commission Room at City Hall.

MISSION:  The mission is of the Planning Board is to serve as the Comprehensive Planning Agency for the City Commission.  The Board will advise the Commission on the development and updating of the Comprehensive Plan in order to meet the present and future needs of the City.  The Board will review site plans, sub-division plans and other development plans for consistency with the Comprehensive Plan and land development regulations and will conduct public hearings as may be needed.

WATERWAYS AND WILDLIFE ADVISORY BOARD

 

 

 

 

 

MEETING DATE:  Second Thursday of each month at 6:30 p.m. in the Commission Room at City Hall.

MISSION:  The Waterways and Wildlife Advisory Board, in the interest of the citizens of Cocoa Beach, will provide guidance and recommendations to the Commissioners of the City of Cocoa Beach, Florida, in matters pertaining to all waters surrounding, and within the geographical boundaries, of the City of Cocoa Beach.  The objectives of the Waterways and Wildlife Advisory Board include, but are not limited to, enhancement of the waterways, public safety within the waterways, preservation of environmentally sensitive areas, and assuring adequate maintenance of canals and channels.  The Board will make recommendations for changes in marine rules and regulations within the City Code.  The Board will also strive to enhance public awareness in matters pertaining to the waterways.  The philosophy of the Waterways and Wildlife Advisory Board, simply stated, is:  "Service to our City."

GENERAL EMPLOYEES PENSION COMMITTEE*

MEETING DATES:  Pension Boards schedule quarterly meetings.

MISSION:  The mission of the General Employees' Pension Committee is to evaluate, monitor, and recommend changes to the General Employees' Pension Plan for the purpose of providing benefits to employees at a reasonable cost to the City and the employees.

POLICE PENSION BOARD*

MEETING DATES:  Pension Boards schedule quarterly meetings.

MISSION:  The mission of the Police Pension Board is to ensure that the Cocoa Beach Police Pension Board stays actuarially sound.  The pension board committee oversees the function of the Money Manager to the best interest of the Police Retirement Trust Fund.
FIREFIGHTERS PENSION BOARD*

MISSION:  The Cocoa Beach Firefighters' Pension Board is a fiduciary Board.  Its mission is to ensure that the Fund maintains a stable and upward growth and to coordinate our efforts with the Money Manager, Actuarial Firm, and the City Government of Cocoa Beach.
