City Departments
The City of Cocoa Beach government is an incorporated municipality in which the elected body, the five-member City Commission, appoints a City Manager who in turn is responsible for the day-to-day operation of the city government.
The Charter of the City of Cocoa Beach specifically establishes a separation of powers and responsibility between the Commission and the City Manager and his/her staff. The Commission as the elected body establishes policy through the enactment of ordinances and resolutions; the City Manager and staff carry out that policy.
The City Manager carries out day-to-day operations through the City departments, which are organized along functional lines:
Administrative:
City Manager's Office
- Reporting to City Commission, City Manager is the chief administrative officer
of City responsible for all departments and City functions except city attorney;
public information officer/grant writer reports to City Manager (3 employees.)
Building Department - Planning & zoning, construction permitting and inspection, code enforcement and issuance of the business tax receipt (8.5 employees.)
City Clerk's Office - City records keeper; information desk for city resources (2 employees.)
Finance Department - Fiscal responsibility, auditing, accounting, investing, utility collections (10.5 employees.)
Personnel Department - Hiring, employee relations, employee benefits, insurance & risk management (3 employees.)
Information Technology - City computer operations, network and communications systems, televising City meetings (5 employees.)
Public Safety:
Police - Law enforcement, crime prevention, community policing, emergency communications unit. (37 uniformed law enforcement officers; 11.5 communications; 8 administrative.)
Fire - Fire response, fire prevention, fire inspection, emergency medical & rescue (28 certified firefighters of which, 19 are also paramedic certified; 1 administrative employee.)
Utilities:
Public Works - Roads, street, sidewalk and right-of-way maintenance, building and facility maintenance, engineering, beach & grounds maintenance and landscaping, vehicle fleet management (33 employees.)
Wastewater Treatment & Reclaimed Water - Operation and maintenance of the wastewater treatment plant and the collections lines throughout the City and service area, which includes Port Canaveral, Patrick Air Force Base, the unincorporated area between PAFB and the south City limits and the unincorporated area between the north City limit of Cocoa Beach and the City limits of Cape Canaveral (27 employees.)
Stormwater - Operation and maintenance of the stormwater system including underground lines, surface water intakes (drains) and outfalls, dredging of canals and waterways and maintenance of navigation aids on City waterways (7 employees.)
Recreation:
Recreation Programs - Operation of the Recreation Center at Ramp Road and the ballfields on Minutemen Causeway; delivery of various recreation programs including summer day camp, basketball leagues, softball leagues and a variety of other programs and services ( 2 employees plus a variable part-time staff.)
Golf Course - Operations and maintenance of 27 hole golf course, driving range, club house with "19th hole" and auditorium (21 full-time employees plus a variable part-time staff.)
Aquatic Center - Operation and maintenance of the pool and pool pavilion; delivery of a variety of swim and water exercise programs (1.5 employees plus a variable part-time staff.)
Parks - Operation and maintenance of Shepard Park, Fischer Park and a number of smaller parks in the City (1.5 employees.)
