| CHARTER AMENDMENT Shall the following be added as Section 117.1 to the Charter of the City of Cocoa Beach, floirda, "No part of the City of Cocoa Beach shall be zoned to a residential denisty greater than fifteen (15) dwelling units per acred for permanent-occupancy dwellings, or forty (40) units per acre for transient accomodations (motels, hotels); provided, however, that a higher density may be granted individual parcels upon petition, proof of compaibility with city zoning standards, objectives and physical facilities at public hearings beforethe Planning and Zoning Board and Board of Adjustment, approval by both Boards, and approval by four-fifth of the City Commission after due notice and public hearing. There shall be no fractional weighting of dwelling units. Transient accomodations shall not be converted to permanent occupancy at densities exceeding the limits of this Section. Structures if razed shall be replaced only by structures which if residential conform to the density limits of this Section. No units shall be added to noncnforming strucutres. Density on parcels where structures exist or are under construction or permit shall not be increased beyond the limits of this Section by severing portions of such parcels. No permit shall issue for construction of additional units where dwelling structures, in process or complete, reach or exceed the density limits of this Section. Permits outstanding for nonconforming strucutres shall not be extended or renewed subsequent to the date of enactment of this Section except to complete construction substantially in progress on that date. Any existing ordinance provisions, authorizing densities higher than those authorized in this Section are amended to conform to the density of limits of this Section. | Shall bonds of the Town of Cocoa Beach be issued in the amount of $40,000 for the purpose of raising funds to construct and install water works plant and system, including pumping station, pumps, wells, pipes, fire hydrants and incidental appliances and equipment, said bonds to be dated June 1, 1947, bear interest at 3 1/2% per annum payable semi-annually and to mature on December 1 in the years and amounts as follows: $1,000 in 1951 to 1953, inclusive; $2,000 in 1954 to 1965, inclusively; $3,000 in 1966 and 1967, and $7,000 in 1968, the bonds maturing in 1955 and thereafter tobe redeemable at the Town's option in inverse numerical order on December 1, 1954 or on December 1 of any year thereafter; said bonds to be payable from the revenues of the water works system and from taxes to be levied when necessary in such amounts and in such years as may be necessary to pay the principal and interest of the bonds when the net revenues of the water works plant and system are insufficient of that purpose.
