The Development Services Department works with residents, businesses, and developers to make sure growth in Cocoa Beach happens in a way that's safe, sustainable, and true to our community's character. We review constructions projects, issue permits, and help guide development to ensure it follows City codes and long-term plans.

Our coal is to make the process clear and efficient for everyone - whether you're building a new home, opening a business, or adding on to your property. Every project we review is checked to make sure it meets building and safety standards, fits the surrounding neighborhood, and follows all environmental requirements. 

What We Do

The Development Services Department is made up for of four divisions that work together to serve our community:

Building Division

  • Reviews building plans and permit applications for all types of projects, from new construction to remodels.
  • Issues construction and improvement permits.
  • Schedules and performs site inspections to make sure work meets building codes and approved site plans.

Planning & Zoning Division

  • Help residents, businesses, and developers understand and comply with the City's Land Development Code and Comprehensive Plan.
  • Reviews zoning and land use requests, including site-specific approvals and planned developments. 
  • Provide support to the Planning Board and Board of Adjustment, which hold public meetings to review projects and community input.

Business Tax Receipt/Licensing Division

  • Manages business licensing for commercial and home-based businesses, beach vendors, and watercraft operators.
  • Oversees the news and renewal applications of Business Tax Receipts (Licenses).

Code Enforcement

  • Enforces local, county, and state statutes applicable within the city limits of Cocoa Beach.
